LE REGIME DE CONCESSION DES TERRAINS INDUSTRIELS ET SON INFLUENCE SUR LA PLANIFICATION URBAINE D’ABIDJAN
Résumé
La planification de la ville d’Abidjan avait pour principal objectif d’assurer, à chacune des parties de la ville, une certaine autonomie de fonctionnement ; c’est-à-dire, parvenir, à terme, dans l’occupation de l’espace, à un équilibre Habitat-Emploi. Cependant, la flexibilité du régime de concession a exposé les terrains industriels à des détournements de leur occupation au profit de l’habitat, entraînant du coup la rupture recherché par les plans d’aménagement de la ville. Les conséquences de cette situation se sont faites fortement ressenties sur les déplacements des populations, surtout pour se rendre sur leurs lieux de travail.
Abstract
The planning of the town of Abidjan had for main goal to ensure, with each part of the city, a certain autonomous operation; i.e., to arrive, in the long term, in the occupation of space, with a balance Habitat-Employment. However, the flexibility of the mode of concession exposed the industrial grounds to diversions of their occupation to the profit of the habitat, involving blow the rupture sought by the plans of town-planning. The consequences of this situation were done strongly felt on displacements of the populations, especially to go on their places of work.
