DYNAMIQUES ESTUARIENNES ET EVOLUTION DE L’ENVIRONNEMENT DANS LE BAS-DELTA DU FLEUVE SENEGAL : DU BARRAGE DE DIAMA A LA « BRECHE » ARTIFICIELLE, INCIDENCES ET MENACES SUR LA LANGUE DE BARBARIE ?
Résumé
Une vingtaine d’années après l’artificialisation du cours du fleuve Sénégal, son estuaire est maintenant marqué par une nouvelle dynamique placée sous le double contrôle de la marée et des lâchers du barrage de Diama. S’il est vrai que ce barrage a permis l’arrêt définitif de l’ingression saisonnière des eaux marines avec des effets positifs pour l’agriculture irriguée du delta et de la moyenne vallée, il demeure que les urgences liées à la gestion des eaux de la crue d’hivernage posent de réels problèmes à la ville de Saint-Louis. Globalement, l’environnement du bas-delta a entamé de nouveaux processus d’ajustement structural, manifestant une rupture ou une évolution dans les échanges entre les écosystèmes estuariens que, suite à la crue exceptionnelle de 2003, l’ouverture d’une « brèche » artificielle sur la Langue de Barbarie pourrait exacerber. Qu’adviendra t-il de cette ultime évolution de la flèche littorale soumise, désormais, au seul volontarisme politique ?
Abstract
Twenty years after the taming of Senegal River, its estuary is now marked by a new dynamic under the double control of the tide and the opening of Diama dam. Although this dam has stopped the seasonal movement of sea water and permitted positive effects in the irrigated agriculture of the delta and the median valley, the emergency linked to the management of the dam facing the annual flow is a real problem in Saint-Louis city. Generally, the environment of the low delta has begun new processes showing a rupture or an evolution in the exchanges between estuary ecosystems as the result of an exceptional over flow of 2003 which an artificial crack in the Langue de Barbarie could worsen. What will be the final outcome of such narrow coastal band which will be at the mercy of political will?
