LES RESEAUX DE PARTENARIAT INTERNATIONAUX ET LA REORGANISATION AGRICOLE EN PAYS BOKO AU CONGO-BRAZZAVILLE
Résumé
Le présent article analyse les impacts des apports des partenaires internationaux dans les mutations agricoles en pays Boko. Les résultats de l’étude montrent que cette région est une zone de concentration des aides internationales sous forme de dons et de prêts. La réussite des actions menées en collaboration avec les organes des Nations Unies (FAO, PNUD), de l’Union Européenne, des Coopérations française et italienne s’explique, par les potentialités naturelles, sociales et humaines de la zone. L’intervention de ces partenaires a engendré des mutations agricoles profondes : transformation des paysages agraires, des systèmes et techniques de production, de l’économie traditionnelle, des institutions paysannes…Elle est à l’origine de la restructuration sociale et économique du pays de Boko. Toutefois, l’incohérence des projets mis en œuvre, l’absence de concertation entre pays donateurs qui, au lieu d’être complémentaires, se partagent, la concentration des appuis au maraîchage et à l’arboriculture, en défaveur des cultures vivrières, la marginalisation des contraintes du monde rural pour les activités innovatrices, et celle des actions visant le désenclavement des villages sont les principaux points faibles des appuis apportés par les partenaires internationaux.
Abstract
This article analyzes the impact of inputs from international partners in the agricultural changes in the territory of Boko. The survey results show that this region is an area of concentration of international aid. The success of actions carried out or supported by the United Nations (FAO, UNDP), the European Union, French Cooperation, Italian aid, etc. reflects the natural, social and human potential of the area. The involvement of these partners has led to profound changes in agricultural transformation: agricultural landscape, farming systems and production practices, traditional economy, farmers’ organization ... It is the roots of the economic and social restructuring of the territory of Boko. However, the inconsistency of implemented projects, the lack of consultation between projects which compete instead of being implemented in complementary, the concentration of supports on vegetable cultivation and fruit trees instead of food crops, the shortcoming of taking in consideration rural capacity to innovate, marginalization of measures for the villages opening up, are the main weaknesses of international partners.
