LES TAXIS MOTOS DE LOME, UN MODE DE TRANSPORT URBAIN ACCESSIBLE A TOUS : QUELLE PLANIFICATION POUR UN SERVICE DE QUALITE?
Résumé
Le transport urbain de Lomé est entièrement contrôlé par le secteur artisanal. Dans cet article, nous posons la problématique de la mobilité des citadins loméens à l’heure du taxi moto, principal mode de transport artisanal accessible à tous, sans distinction d’âge, de sexe et de catégorie socioprofessionnelle. A cause de leur disponibilité permanente, leur rapidité et la souplesse des prix pratiqués, les taxis motos facilitent la desserte de l’espace urbain et des zones résidentielles enclavées. La politique de transport urbain à engager devrait, à court et à moyen terme, porter sur l'amélioration du cadre réglementaire existant, la formation professionnelle des conducteurs, la mise en place d'un plan de sécurité routière et enfin la promotion d'une complémentarité intermodale surtout avec la nouvelle société de transport (SOTRAL) en voie de création.
Abstract
The urban transportation of Lomé is entirely controlled by the small scale sector. In this article, we pose the problematic of the mobility of the city dwellers of Lomé in time of motorcycle taxis, the small scale of transportation accessible to everybody without distinction of age, sex, and socio-professional category. Because of their permanent availability, their quickness, and flexibility of their practised prices, the motorcycle taxis facilitate the transportation service in the urban space and enclosed habitations. The urban transportation politics to engage should, in the short and in the medium term, be about the improvement of the existing allowed structure, the professional training of the conductors, the setting of a road safety plan, and finally, the promotion of a modal complementarity, especially with the new company of transportation (SOTRAL) which is in the process of creation.
