LA QUESTION DES DISPARITES EN COTE D’IVOIRE : REFLEXIONS METHODOLOGIQUES SUR LA LECTURE DES CLIVAGES NORD-SUD
Résumé
La question de la marginalisation du nord ivoirien par les politiques publiques est tombée avec la brutalité dans le champ politique depuis la rébellion du 19 septembre 2002. Le débat gravite autour de l’idée qu’il existe depuis l’indépendance une certaine injustice à l’égard de la région nord, relativement à l’effort de modernisation du pays dont témoigne la disparité de développement entre un sud forestier ouvertement favorisé et un nord savanicole manifestement délaissé, sous développé, sous-administré, en un mot abandonné. Au-delà de la passion autour d’une question où l’idéologie a souvent pris le pas sur la réflexion scientifique et d’une marginalité du Nord qui renvoie à une réalité complexe que le laisserait penser la mode, l’analyse présentée met en avant les éléments factuels d’un cadre formel pertinent de mesure des disparités régionales dans un pays comme la Côte d'Ivoire.
Quels sont les aspects, les facteurs et les moyens qui doivent être privilégiés pour qualifier et apprécier les niveaux de développement entre le nord et le sud ivoiriens ? C’est à cette question majeure que notre contribution entend essayer de répondre. Pour ce faire, elle s’appuie sur des recherches entreprises depuis quelques années au sein du laboratoire CESTAN à l’Université de Nantes dans le cadre des travaux de thèse, dont une des pistes de recherche était d’approfondir la question d’un instrument valide de mesure des écarts de développement entre les régions nord et sud de la Côte d'Ivoire.
Abstract
The question of the marginalization of north of the Ivory Coast by the public policies fell into brutality from the political field since the rebellion from September 19, 2002. The debate revolves around the idea that there exists since independence a certain injustice with regard to the northern area relative with the effort of modernization of the country whose testifies the disparity to development between a forest south openly favored and an obviously forsaken north savannah, under developed, under-managed, in an abandoned word.
Beyond passion around a question where the ideology often took the step on the scientific thought and of a marginality of the North which returns to a complex reality that would let it think the fashion, the analysis presented proposes the factual elements of a relevant formal framework of measurement of the regional disparities in a country like the Côte d'Ivoire. Which are the aspects, the factors and the means which must be privileged to qualify and appreciate the levels of development between north and the south of the Ivory Coast? It is with this major question that our contribution intends to try to answer. With this intention, it has been based on the research undertaken for a few years within laboratory CESTAN at the University of Nantes within the framework of work of thesis, of which one of the tracks of research was to look further into the question of a valid instrument of measurement of the variations of development between the areas north and south of the Côte d'Ivoire.
